Why "What Falls If You Shake the Building" Isn't a Real FF&E Definition
The classic way to explain FF&E is almost charming in its simplicity: furniture, fixtures, and equipment are whatever would fall out if you turned the building upside down and gave it a good shake. Chairs, tables, lamps — gone. Walls, plumbing, structure — stays put. It's a great way to teach the concept in thirty seconds. It's also wrong often enough that relying on it will cost you.
Where the shake test falls apart
Take a chandelier. Hardwired, bolted to the ceiling, sometimes structurally coordinated with the slab above it — you'd need to shake that building extremely hard, with real conviction, to have any chance of bringing it down. And yet it's textbook FF&E, specified by the interior designer and budgeted as a major fixture.
Curtains? You'd have to pull hard — really hard — before drapery hardware gives up its grip on the wall. Built-in banquette seating, fixed headboards, custom joinery that looks structural but isn't — those need a proper kick, delivered with a genuinely sturdy ankle, before anything moves. The shake test calls all of this "stays." The budget calls it FF&E anyway.
Meanwhile, cutlery and clients will both fall out at the first light tremor — neither of which anyone would seriously classify as FF&E. Which tells you everything about how much weight this test can actually carry.
There's also a category worth calling out on its own: staff office desks. Technically FF&E, budgeted as such — and yet vanishingly few star architects have ever put their name to specifying one. Somebody still has to.

What actually defines the limit
The real boundary isn't physical detachability — it's whether the item is a movable or semi-movable asset with no permanent connection to the structure or utilities of the building, in the sense that two people with a screwdriver could remove or replace it without damaging or altering the surface it's attached to. A chandelier can be unscrewed and replaced without touching the ceiling structure. A fixed banquette can be unbolted without cutting into the floor. Both count as FF&E — neither would survive the shake test.
This is also where FF&E starts blurring into millwork and bespoke joinery, one of the genuine gray zones in hotel budgeting (see our dedicated article on millwork vs. bespoke FF&E). The line isn't always obvious even with the right definition — which is precisely why it needs to be written down, item by item, rather than assumed.
Why the wrong definition costs money
Nobody drafts a responsibility matrix using "what falls out if you shake it." But plenty of people carry that mental shortcut into a project without realizing it — and it shows up as gaps: the chandelier nobody budgeted because it "felt" like a fixture, not furniture; the built-in seating priced as millwork by one party and as FF&E by another, with neither number accounting for the other's assumptions. The item doesn't disappear. The budget line for it does, until someone finds it at the worst possible moment.
